Your TAX, BUSINESS AND TRANSPORTATION COMMITTEE, to whom has been referred
HOUSE BILL 218
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 18, after the semicolon, insert "INCREASING THE AMOUNT AND EXTENDING THE TIME PERIOD THE SECRETARY OF TAXATION AND REVENUE MAY SET TAX REPORTING AND PAYMENT INTERVALS;".
2. On page 2, line 11, strike the first occurrence of "THE" and on lines 11 and 12, strike "CLARIFYING THE APPLICATION OF CERTAIN OIL PRODUCTION TAXES ON SKIM OIL;".
3. On page 8, line 19, strike the comma and insert in lieu thereof a colon and the paragraph designation "(1)" and on line 22, after the semicolon, insert:
"or
(2) upon request by the governing body forming the district to the secretary, and upon the secretary's approval, the most recent twelve-month period for which gross receipts tax revenue data is available from filed returns;".
4. On page 77, line 7, strike "six months" and insert in lieu thereof "one year".
5. On page 117, line 16, strike "remaining".
6. On page 327, line 17, after "period", insert a comma.
7. On page 353, line 4, strike the comma, strike line 5 up to "of", on line 6, strike ", including accumulations of product," and on line 12, strike the first occurrence of "oil" and strike "oil, sediment oil".
8. On page 354, line 7, strike the colon, on line 8, strike the paragraph designation "(1)", on line 10, strike "or" and strike lines 11 through 14.
9. On page 357, line 21, remove the brackets and the line through "and".
10. On page 358, line 3, strike the semicolon and insert in lieu thereof a period and a closing quotation mark and strike lines 4 through 24.
11. On page 359, lines 16 and 17, strike "and on slop oil, sediment oil and skim oil, wherever removed or recovered,".
12. On pages 368 through 373, strike Sections 121 and 122.
13. On page 377, line 10, strike the comma, strike line 11 up to "of" and on line 12, strike ", including accumulations of product,".
14. On page 378, line 5, strike the colon, on line 6, strike the paragraph designation "(1)", on line 8, strike "or" and strike lines 9 through 12.
15. On page 380, line 3, remove the brackets and the line through "and", on line 10, strike the semicolon and insert in lieu thereof a period and a closing quotation mark and strike lines 11 through 25.
16. On page 381, strike lines 1 through 6 and on lines 18 and 19, strike "and on slop oil, sediment oil and skim oil, wherever removed and recovered,".
17. On page 390, line 4, strike the comma, strike line 5 up to "any", on line 6, strike ", including accumulations of product,", on line 24, strike the colon and on line 25, strike the paragraph designation "(1)".
18. On page 391, line 2, strike "or", strike lines 3 through 6 and on line 20, remove the brackets and the line through "and".
19. On page 392, line 2, strike the semicolon and insert in lieu thereof a period and a closing quotation mark and strike lines 3 through 23.
20. On page 393, line 6, after "unit", strike the remainder of the line and strike line 7 up to "at".
21. On page 426, strike Section 160 and insert in lieu thereof:
"SECTION 158. EFFECTIVE DATE.--
A. The effective date of the provisions of Sections 1 through 16, 18 through 35, 37, 61, 66 through 119, 121, 123 through 129, 131 through 138, 140 through 148, 153, 155 and 156 of this act is July 1, 2025.
B. The effective date of the provisions of Sections 17, 36, 38 through 60, 62 through 65, 120, 122, 130, 139 and 152 of this act is January 1, 2026.".
22. Renumber sections to correspond with these amendments.
